The system comprises a Raman sensing module, a Brillouin sensing module, a comprehensive Rayleigh scattering module, a time division multiplexing module, an icing region monitoring module, an icing thickness monitoring module, a wind speed monitoring module, and an icing alarm module based on an SVM. An icing area of the overhead transmission line is monitored based on a temperature value of each point on the OPGW; the equivalent icing thickness of the overhead transmission line is monitored based on the strain value of each point on the OPGW; the wind speed of the overhead transmission line is monitored according to the vibration frequency of the OPGW; and according to the temperature value, the strain value and the wind speed of each point on the OPGW, icing early warning is carried out.
