The intrinsically safe carbon dioxide gasifying agent is prepared from a solid fuel, a passivator, a catalyst and a curing agent in proportion, and the solid fuel is a mixture of boron powder, beryllium powder, aluminum powder and magnesium powder; the passivator is selected from calcium oxide, silicon dioxide, calcium carbonate or calcium chloride; the catalyst is nano silver or nano nickel; and the curing agent is polyurethane or epoxy resin. The preparation process is carried out in a closed metal container, the mixture is poured into a mold after being uniformly stirred, and is air-dried at normal temperature to form a solid agent column, so that the safety risk under the normal operation environment and transportation condition is eliminated.
