The composite flame retardant comprises main components of rubber, a solid flame retardant and a liquid flame retardant, and further contains a flame-retardant modifier. The flame retardant modifier is diene liquid rubber containing one or more functional groups of an isocyanate group, an epoxy group and trialkoxysilylpropyl, and the diene liquid rubber comprises at least one of a butadiene series, a chloroprene series, an isoprene series, a 1,3-pentadiene series and a cyclopentadiene series. According to the composite flame retardant disclosed by the invention, the flame retardant modifier can react with the flame retardant and rubber, so that the binding force between the flame retardant and the rubber is enhanced, and the dispersity of the flame retardant in a rubber m
