The manufacturing method comprises the steps of S1, selecting an asbestos-free cement fiber board as a base board, and sanding the front and back surfaces of the asbestos-free cement fiber board; S2, cleaning the base board subjected to sanding treatment; S3, coating one of the front surface and the back surface of the base board with water-based UV primer, then carrying out curing treatment, coating the water-based UV primer again, and conducting curing treatment again; S4, repeating the operation in the S3 on the other one of the front surface and the back surface of the base board so as to form a water-based UV primer coating on each of the front surface and the back surface of the base board; S5, coating a hot melt adhesive on the water-based UV primer coating on the front surface of the base board to form a hot melt adhesive layer; and S6, pressing and attaching the surface material to the hot melt adhesive layer.
