The system comprises: an application controller used for calculating unit energy efficiency consumption difference data according to operation data of a thermal power generation system; a database used for storing operation data and energy efficiency consumption difference data of the thermal power generation system; and a server used for determining the optimal operation amount corresponding to different working conditions by using the data in the database, determining the real-time working condition in the operation process of the thermal power generation system, determining the target optimal operation amount corresponding to the real-time working condition from the pre-stored optimal operation amount corresponding to different working conditions, and controlling a control system of the thermal power generation system to operate by using the optimal operation quantity.
