The method comprises the following steps: when detecting that at least two target sub-nodes access a dynamic network, acquiring a target service type corresponding to each target sub-node; querying a service type and resource allocation quota mapping table, obtaining target resource allocation quota corresponding to each target service type, and generating a reserved bandwidth application corresponding to each target child node according to the target service type corresponding to each target child node and the target resource allocation quota corresponding to each target service type; queuing the reserved bandwidth applications corresponding to the target child nodes according to the priority of the service types from high to low to generate a reserved bandwidth application queue; and obtaining reserved bandwidth applications in the reserved bandwidth application queue in sequence, and
