The invention discloses a rotating device and an electrostatic spinning device. The rotating device comprises a first plate body, a second plate body, supporting pieces, a transmission assembly and a driving assembly, wherein the first plate body and the second plate body are opposite to each other and are arranged at an interval through the supporting pieces; the transmission assembly comprises a plurality of first transmission gears and a plurality of second transmission gears; the adjacent first transmission gears are meshed with each other; the adjacent second transmission gears are meshed with each other; and the driving assembly is used for driving one first transmission gear and one second transmission gear to simultaneously rotate in the same direction and at the same rotating speed. A base membrane can be fixed between each first transmission gear and the corresponding second transmission gear, the base membrane rotates along with rotation of each first transmission gear and the corresponding second
