The method comprises the following steps: S1, pretreating high-salt-content water; S2, performing one-stage or multi-stage monovalent anion permselective electrodialysis on the pretreated high-salt water to obtain fresh water and first concentrated water; S3, performing one-stage or multi-stage anti-pollution nanofiltration on the fresh water to obtain produced water and second concentrated water, and performing evaporation-crystallization treatment or acid and alkali preparation treatment on the first concentrated water; and S4, performing reverse osmosis concentration on the produced water, performing second-stage COD removal on the second concentrated water, then using the second concentrated water for steel slag hot disintegration and/or slag flushing, or using the second concentrated water directly for steel slag hot disintegration and/or slag flushing without COD removal.
