The workload estimation information generator generates workload estimation information indicating the estimated workload of a shipping preparation work for a product for each of one or more work units. The shipping preparation work time period setter sets shipping preparation work time periods corresponding to the one or more shipment times stored in the shipment time storage for each of the one or more work units.
