The technological process mainly comprises the steps that organic acid or organic acid salt is added into the waste acid to enrich zirconium and titanium, effective separation of zirconium, titanium and other elements such as sodium, iron, aluminum and yttrium in the waste acid can be realized, the obtained enriched product can serve as a secondary raw material for extracting zirconium and titanium and is directly applied to an existing zirconium oxychloride technology, and the obtained enriched product can also be used for resource comprehensive utilization of the waste acid after scandium extraction by a solvent extraction method.
