The fuel cell thermal management system comprises an electric pile, a pipeline assembly, a flow regulation and control element, a heater, a heat exchanger and a radiator. The electric pile is provided with a cooling inlet and a cooling outlet, the pipeline assembly is communicated with the cooling inlet and the cooling outlet of the electric pile, and the flow regulation and control element is provided with an inlet, a first outlet, a second outlet and a third outlet. The heater, the heat exchanger and the radiator are communicated with the cooling inlet of the electric pile through the pipeline assembly, and the opening states of the first outlet, the second outlet and the third outlet of the flow regulation and control element are adjusted.
