The general form of the catalyst is Co-X-Y-Z/AC, the carrier is active carbon, the active component is one or more than two of metal Co and Co2C generated in the reaction process, the first auxiliary agent X is one or more than two of Zr, Zn, Cu and Cr, the second auxiliary agent Y is one or more than two of Mn, La, Ce, Mo and V, and the third auxiliary agent Z is one or more than two of Li, Na, K, Mg, Ca and Sr. By adopting the catalyst provided by the invention, the conversion rate of CO can be increased, and meanwhile, high-quality clean liquid fuel can be co-produced. The total selectivity of olefins and oxygen-containing compounds in the product is greater than 60%, and more importantly, the distribution of olefins and oxygen-containing compounds in the liquid-phase product is not less than 70 wt%.
