The method comprises the following steps: more than one row of fish-scale pit layers are dug on the mine wasteland, vegetation is planted in the fish-scale pit layers, water retention, soil conservation and fertilizer conservation for the mine wasteland are realized by fish-scale pits, and by means of the planted vegetation, heavy metal elements can be adsorbed and soil can be stabilized, so that the ecological system of the mine wasteland is restored.
