The method is specifically implemented according to the following steps: step 1, simulating uncertain factors in a regional integrated energy system through scene analysis; step 2, establishing an objective function with the minimum fault load shedding expectation; step 3, establishing two planning objectives of maximum project full-cycle net income and maximum renewable energy permeability; 4, designing constraint conditions for safe and stable operation of the integrated energy system, and judging whether the operation of the integrated energy system meets the constraint conditions or not; and 5, solving the mathematical model by adopting a non-dominated sorting genetic algorithm 3 to obtain different planning schemes.
