The track wheel assembly comprises a wheel shaft movably connected with the walking frame and track wheels arranged at the two ends of the wheel shaft, and the wheel shaft can rotate relative to the walking frame so as to adjust the relative height of the two ends of the wheel shaft; the lifting driving unit is connected with the chassis and the walking unit and used for driving the walking unit to ascend and descend. Meanwhile, the invention further provides a railway engineering maintenance vehicle. The railway engineering maintenance vehicle comprises the track walking device.
