The self-decision control method is characterized by comprising the steps of: collecting the voltage and current of a head end and a tail end of a distribution line through using a measurement device, and constructing a line impedance calculation model; calculating an unbalance degree by combining the line impedance calculation model and the voltage and current of the head end and the tail end of the distribution line; acquiring a phase-change switch load condition of a transformer area through using a power grid dispatching management system, and constructing a load prediction model based on a wavelet packet decomposition function to obtain a load prediction value; and acquiring a commutation instruction according to the load predicted value, if the unbalance degree does not meet a three-phase balance condition, replacing a load phase according to the commutation instruction, and stopping commutation until t
