The plugging device is arranged at an opening of an upward blast hole and used for plugging the opening; the upward blast hole is filled with mixed explosives through a charging pipe, and the plugging device is provided with a charging through hole allowing the charging pipe to be inserted therein; and the driving mechanism is arranged on the plugging device and is used for driving the charging pipe to be inserted into or withdrawn from the upward blast hole from the charging through hole.
