The charging device comprises a controller and a charging circuit, wherein an output end of the controller is connected with a control end of the charging circuit, and an output end of the charging circuit serves as an output end of the variable-pitch system super-capacitor charging device and is used for being connected with a variable-pitch system super-capacitor. The method comprises the following steps of acquiring electrical parameters of the output end of the super capacitor charging equipment of the variable pitch system; comparing the electrical parameter of the output end with a first preset threshold value; and if the output end electrical parameter is greater than the first preset threshold, a restart control instruction being generated, and the restart control instruction being used for controlling the char
