The preparation process comprises the following steps: preparing a wear-resistant normal-temperature asphalt composite aqueous emulsion with moderate consistency; preparing an OGFC quick-strength mixed aggregate; premixing the wear-resistant normal-temperature asphalt composite aqueous emulsion with moderate consistency, a water-borne epoxy resin curing agent and a proper amount of water for 3 minutes, pouring into a cement forced stirrer, and continuously stirring and dispersing for more than 5 minutes; and adding the weighed OGFC quick-strength mixed aggregate into a cement forced mixer according to the asphalt-aggregate ratio of 3.5-4.0%, and stirring with the materials for 5-10 minutes.
