Zusammenfassung:	A millimeter wave ground station (101) corresponding to a data transmitting device performs a beam forming process between the millimeter wave ground station (101) and a millimeter wave on-board station (103) corresponding to a terminal provided in a carriage (300), detects a beam angle on the basis of the result, estimates the position of the carriage (300) from the detected beam angle and installation position information of the millimeter wave ground station (101), and transmits content data in a spot form toward the carriage (300) of which the position has been estimated. When transmittingthe content data, the content data are fragmented as necessary into transmittable units. Further, transmission of the content data is performed using millimeter waves. 数据发送装置所对应的毫米波地面基站(101)与设置于车辆(300)的终端所对应的毫米波车载基站(103)之间进行波束形成处理，基于该波束形成处理的结果来检测波束角度，根据检测出的波束角度和毫米波地面基站(101)的设置位置信息来估计车辆(300)的位置，向被估计出位置的车辆(300)以点形式发送内容数据。在发送内容数据时，根据需要将内容数据以可发送的单位进行碎片化。另外，使用毫米波来进行内容数据的发送。
