The implementation method comprises the following steps: constructing a userservice packet set; constructing an algorithm atomic charging parameter serving the user service packet set; constructing a fee calculation strategy model based on the algorithm atomic charging parameters; generating a business demand plan fee calculation model by taking the fee calculation strategy model and the user service packet as units; performing arrangement and combination based on the service demand plan fee calculation model and a pre-constructed algorithm component library to construct a service algorithm model; and selecting a corresponding service algorithm model for charging according to the service requirements.
