The mechanism comprises a substrate, a cover plate, two pairs of metal electrodes, a micro-channel, and metal droplet; the cover plate is located at the upper end of the substrate; the cover plate and the substrate are sealed; the substrate is provided with the micro-channel; the metal electrodes are arranged onthe cover plate; the micro-channel comprises a U-shaped liquid storage tank, a semi-elliptical liquid storage tank, a capillary valve, a straight channel, a delay channel, a U-shaped locking channel,and an air guide channel; the metal droplet is positioned in the liquid storage tank; and the first pair of electrodes is arranged at a recoil area part, and the second pair is arranged at a centrifugal delay part.
