The device comprises a feed tank for containing the food waste to prepare the feed, a feed tank cover which covers the feed tank in a sealing manner, a fertilizer tank which communicates with the feed tank and is used for containing excrement to prepare the fertilizer, a fertilizer tank cover which covers the fertilizer tank in a sealing manner and a squeezing mechanism which stretches into the feed tank and is used for squeezing final fermented matters in the feed tank, wherein a liquid discharging pipeline communicating with the fertilizer tank is arranged at the bottom of the feed tank; the feed tank cover is provided with a crushing and mixing mechanism for crushing and mixing the food waste, a ventilation mechanism which stretches into the bottom of the feed tank and is used for introducing oxygen into the bottom of the feed tank, and a feeding mechanism for adding biological enzymes and fermentation st
