According to the invention, a supercapacitor group is connected with a DC/DC converter; the DC/DC converter is connected to a traction network through a connection unit; a control unit is connected with the DC/DC converter and the connection unit; the supercapacitor group is used for storing and releasing locomotive regeneration energy; the DC/DC converter is used for realizing voltage boosting and voltage reducing; the connection unit is used for realizing switching and protection ofan energy storage device; and the control unit is used for controlling the on-off states of the DC/DC converter and the connection unit to realize charging, discharging and idle work of the energy storage device.
