The device comprises a steel sleeve with a water outlet hole, a leather cup packer, a constant-pressure water supply booster pump (11), a water valve (10), a thermal infrared imager, a camera, a control chamber (13), a flow meter (14) and a pressure gauge (12). Themethod comprises the steps that the steel sleeve with a water outlet hole is pre-buried in measured concrete, and the leather cup packer is arranged at the pre-buried position of the steel sleeve; theoutlet end of the leather cup packer is closed, and the inlet end is connected with the constant-pressure water supply booster pump through the water valve and the pressure gauge; the constant-pressure water supply booster pump is connected with a water storage tank through the flow meter under the control of the control chamber; and the thermal infrared imager is arranged on a tripod supported on the inner side of the tu
