The electrocatalyst comprises the following components in parts by mass: 50-70 parts of steel slag, 25-35 parts of montmorillonite, 20-30 parts of sludge, 10-15 parts of tourmaline and 8-12 parts of crop straws. Thepreparation method comprises the following steps: mixing the components of the electrocatalyst, conducting crushing, granulating, drying and calcining to obtain substrate particles, adding an activator, and carrying out ultrasonic treatment, drying, and calcining to obtain the electrocatalyst.
