The device comprises two fixed conduits arranged at the two sides of the slope channel; a sliding groove is formed in each fixed conduit; the sliding grooves are communicated with water drainage channels in the fixed conduits; the positions, at the lowest ends of the slope channels, of the fixed conduits are connected with an external sewer line; a speed reducer is slidably mounted between the two fixed conduits; a water absorption component is arranged at the bottom of the speed reducer; a sliding sleeve is arranged at each side of the speed reducer; a water delivery pipe is arranged at each side of the water absorption component inside the speed reducer; and the water delivery pipes extend out of the speed reducer and extend into the sliding sleeves.
