The device comprises a high-voltage direct-current power supply, a pulse capacitor, a high-voltage switch, a plastic cylinder, an upper electrode, a lower electrode andan aqueous solution, the high-voltage direct-current power supply is connected with the pulse capacitor, the pulse capacitor is connected with the lower electrode through the high-voltage switch, theupper electrode is grounded, the plastic cylinder is filled with the aqueous solution, and the upper electrode is arranged in the aqueous solution. The top surface of the upper electrode is higher than the liquid level of the aqueous solution by 1-2mm, and the lower electrode is a peeled copper wire and is in direct contact with the aqueous solution.
