The device is characterized in that a movable water tank with an opening at the inner end and a closed outer end is arranged on the rotary distribution valve in a sleeving manner, a water spray nozzle facing the plate-type slit nozzle is arranged on the rack on one side of the rotary distribution valve, the water spray nozzle is positioned on the inner side of the closed movable water tank, and the water spray nozzle is connected with a water supply pipe. The plate-type slit nozzle can be flushed and soaked in a closed mode, sewage can be rapidly discharged into the sewage tank below the plate-type slit nozzle after cleaning
