The green prevention and control method comprises the following steps of soil selection andtreatment, specifically, selecting a dry field which is high in terrain, high in dryness, good in drainage and free of rice planting for many years, cleaning residual fallen leaves and weeds on the soil, deeply ploughing the soil by 30-40 cm for airing 20-25 days before sowing, and disinfecting the soil by 3-4 kg of potassium permanganate per mu; seed selection and treatment; mechanical plowing and rice seedling transplanting; and green prevention and control of the diseases and insect pests. By means of the green prevention and control method, according to the situation of the diseases and insect pests in the rice growth period, pesticides are scientifically applied, residues are few, the residual time is short, the use amount of the pesticides in the rice production process is reduced,and the occurrence of larg
