The resource utilization system comprises the following specific working procedures: S1,mine water firstly enters an adjusting water tank to be homogenized and mixed, effluent enters a primary chemical precipitation device, a flocculating agent and a coagulant are added to remove suspended matters in the water; S2, precipitated effluent sequentially enters a sand filtration unit and an ultrafiltration unit to remove SS and colloids in the effluent; and S3, resin effluent enters a decarburization unit for removal of alkalinity in the effluent.
