The preparation method comprises the following steps: adding anaerobic activated sludge, an inhibitor, ferrous chloride, nutrient substances and a metal element regulator into a biological anaerobic reactor, adding an activating reagent into sludge generated by anaerobic biological reaction of the materials, mixing, drying the mixed sludge, and carbonizing to obtain the sludge carbon-based catalytic material.
