The preparation method comprises the following steps of: uniformly mixing and calcining a metal organic framework FJU-40 and graphene; dissolving the calcined substance, sodium bismuthate dihydrate (NaBiO3. 2H2O), conductive carbon black XC-72R and silver nitrate into water in proportion to prepare a solution; dissolving NaBH4 in water to prepare a solution; and mixing the two solutions, centrifuging and drying to obtain the catalyst material.
