An annular outer groove is formed in the outer surface, located on the periphery of the sealing ring, of the upper shell cover, second through holes corresponding to the first through holes are evenly formed in the groove wall of the annular outer groove, and an annular hoop mechanism is arranged on the annular outer groove.
