The device comprises a prefabricated concrete lining, wherein a plurality of holes with different densities are formed in the concrete lining, the space between the concrete lining and surrounding rock is filled with debris, and the bottom ends of the holes are blocked by rubber plugs; when the surrounding rock grows to a certain degree, the debris is discharged through pressure relief valves installed near the holes; a pressure sensor installed outside the vault of the concrete lining isused for monitoring pressure in real time, and anchor rods are anchored in a targeted mode in an area with large pressure; and the holes are solidified by concrete after the pressure monitored by thepressure sensor is stable.
