The invention discloses a vortex guide and gas turbine blade water flow testing device and method. The device comprises a working bin, an electronic control cabinet, a touch display screen, a blade clamp, a power bin, a water storage tank, a vortex pump, a filter, a pressure stabilizing energy accumulator, a mass flow transmitter, an electric pressure regulating valve and a pressure sensor. The working bin is used for clamping blades, a vortex pump water outlet is used for three-way output, a first way returns to the water storage tank through the filter, the pressure stabilizing energy accumulator, the mass flow transmitter, the electric pressure regulating valve, the pressure sensor and the blades in sequence, a second way returns to the water storage tank through a manual ball valve, and a third way returns to the water storage tank through an electromagnetic switch valve.
