The invention discloses a nuclear power plant emergency broadcast system and a broadcast message sending method. The system comprises a plurality of broadcast call stations arranged in different control rooms, a main IP network, at least one standby IP network, broadcast equipment corresponding to the IP networks respectively, a plurality of power amplifiers and a plurality of broadcast loudspeakers. The broadcast call stations and the power amplifiers are connected to the main IP network and the standby IP network through network cables. Each set of broadcast equipment is connected to the corresponding IP network through a network. Each broadcast loudspeaker is connected to a nearby one of the power amplifiers.
