The system comprises a closed-loop amplifier, an analog-to-digital converter, a judgment circuit, a first one-way counter, a second one-way counter and a two-way counter.The method comprises the following steps of: performing difference operation on an input signal and an initialized feedback signal through a closed-loop amplification circuit; converting a voltage signal into a binary signal; judging the binary signal by the judgment circuit; performing addition counting by the first one-way counter and the second one-way counter; performing addition counting orsubtraction counting by the two-way counter according to output levels of a control 1 signal and a control 2 signal; and converting an output signal of the two-way counter into an analog signal through the analog-to-digital co
