The tensile strength of the ultra-low carbon steel wire rod is smaller than or equal to 320 MPa, and the electric conductivity is larger than or equal to 16 percent. The ultra-low carbon steel wire rod comprises a metal matrix, and a FeO layer and a Fe3O4 layer which are sequentially coated on the surface of the metal matrix from inside to outside.
