The system comprises a sensor, a first terminal, a server and a second terminal, the sensor is connected and communicated with the first terminal, the first terminal is connected and communicated with the server through Internet of Things, and the second terminal is connected and communicated with the server. The method comprises the steps that a ground electric wave sensor obtains circuit breaker ground electric wave information and sends the circuit breaker ground electric wave information to the first terminal; the first terminal receives and stores the circuit breaker ground electric wave information sent by theground electric wave sensor; the first terminal sends the circuit breaker ground electric wave information to a server; and the server receives and stores the circuit breaker ground electric wave information sent by the first
