The heat-pump-type power storage system based on Brayton cycle comprises an electric generator, at least one setof a compressor and an expander, a heat storage tank connected with the compressor, a cold storage tank connected with the expander, and an internal heat exchanger, which is connected with the compressor, the expander and a phase change packed bed energy storage mechanism separately, which are sequentially connected, wherein the heat storage tank and the cold storage tank are regarded as the phasechange packed bed energy storage mechanism.
