The catalyst comprises the following components in percentage by mass: 30%-70% of CuO, 10%-30% of ZnO, 5%-15% of Al2O3 and 0.1%-10% of an auxiliary agent. According to the catalyst, a pre-synthesized hydrotalcite precursor is used as a template, and the characteristic that hydrotalcite can be hydrated in situ after being roasted is utilized, so that subsequent ordered distribution of Cu and Zn components on a lamellar structure is realized. Furthermore, by utilizing the confinement effect of the hydrotalcite lamellar structure, the active components of the catalyst are not easy to agglomerate in the high-temperature reaction process, and the catalyst has better heat-resistant stability compared with the traditional catalyst with spherical particle microstructure.
