The method comprises the steps that a cognitive user detects the energy of a frequency spectrum and forms an energy vector, a multi-dimensional feature matrix is obtainedaccording to the energy vector, the multi-dimensional feature matrix is converted into a low-dimensional feature matrix by using a PCA algorithm, and the classifier is trained by using the low-dimensional feature matrix as the input of the classifier according to a K-means + + algorithm so as to sense the frequency spectrum.
