The invention relates to a visual maintenance mobile monitoring system based on an eLTE 1.8 G wireless private network 30 and a monitoring method. The visual maintenance mobile monitoring system comprises a monitoring center, first intelligent mobile equipment and second intelligent mobile equipment, wherein onsite video data collected by a first camera module of the first intelligent mobile equipment is stored in a first storage module; a fire identification unit of the first data processing module detects whether open fire is generated or not by using the field video data and uploads the field video data to a monitoring center; the first sound-light alarm module gives a sound-light alarm when the fire identification unit detects open fire; the field video data acquired by a second cameramodule of the second intelligent mobile equipment is stored in a second storage module; an intrusion detection unit of the second data processing module detects illegal intrusion of personnel in a dangerous forbidden region
