The device comprises a power supply, an ultrasonic source, a raw water tank, a catalytic oxidation tower, a backwashing fan, an ozone generator, a clear water tank and a tail gas destructor; the ultrasonic source is connected to the power supply; the catalytic oxidation tower comprises an upper packing layer and a lower packing layer, and a middle water inlet and outlet device is arranged between the upper packing layer and the lower packing layer; and a secondary water distribution device is positioned on a secondary water distribution plate supporting layer.
