The system comprises a processor, an inclination angle sensor, a power supply system, a wireless transmission module and a ground control end, and the inclination angle sensor is installed in the middle of the tower top of the power transmission towerto be lifted. The method comprises the steps that a tilt angle sensor transmits measured acceleration values in the x direction, the y direction and the z direction to a processor in a wired mode, the processor calculates a deflection angle value, deflection angle value data are processed through a Kalman filtering algorithm, and finally the data are output to a ground control end through a wireless transmission module.
