Zusammenfassung:	The purpose of the present invention is to provide: a coating film that can be peeled in a sheet-like state, facilitates the operation of removal, and is unlikely to peel even after being used for a long period of time; and an undercoat layer-forming composition used to form an undercoat layer for such a coating film. The present invention pertains to an undercoat layer-forming composition for forming an undercoat layer of a coating film equipped with such an undercoat layer and with an antifouling layer bonded to said undercoat layer, the composition comprising a base polymer and a silicone polymer, wherein at least a part of the silicone polymer is bonded with a polar group-containing substituent group. 本发明的目的在于，提供能够实现片剥离、使除去操作变得容易、并且即使长时间使用也不易剥离的涂膜、及形成其底涂层的底涂层形成用组合物。本发明涉及一种底涂层形成用组合物，其是形成具备底涂层和粘接于上述底涂层的防污层的涂膜的上述底涂层的底涂层形成用组合物，该底涂层形成用组合物含有基础聚合物和有机硅聚合物，在上述有机硅聚合物的至少一部分键合有含有极性基团的取代基。
