A learning unit (10) learns, on the basis of a learning standard label in which an OK label or a not-acceptable label is assigned to each element of learning data, a neural network by using elements of learning data as inputs, and outputs an identifier for determining at least one piece of data belonging to a not-acceptable determination group to be not acceptable.
