The invention provides a device and a method for preparing a flame-retardant test sample strip and belongs to the field of submitted sample manufacturing equipment. The device comprises a cutting machine used for conducting whole-face cutting on a plastic shell to obtain a primary material; high-temperature softening equipment which is used for carrying out high-temperature softening on the primary material, thermal cutting equipment which is used for pressing the softened initial material into a mold, and cooling equipment, wherein the mold is provided with at least one sample groove matchedwith a standard test sample strip in size, and the cooling equipment is used for cooling and forming the test sample strip.
