The device comprises a first shell, a smoke inlet pipeline and a second shell, wherein the smoke inlet pipeline is connected with the interior of the first shell, a heat exchange pipe is fixedly installed in the first shell, and a water inlet and a water outlet are formed in the heatexchange pipe; and the first shell is connected with the interior of the second shell through a first pipeline, the two sides of the inner wall of the second shell are uniformly and fixedly connectedwith a plurality of catalytic plates, and the catalytic plates are provided with a catalyst.
